You may need to download this file again. :-( I have deleted that file, which results in the launcher starting to DL a 30+MB file, with 25.2 MB left, I get All Windows downloads; Download Windows 8.1 … Office.

Deleting the file will force redownload and get rid of the error message, disabling peer to peer isn't a necessary step. You should be in the folder, where you can find the file d3-0-9950-Win-Final.MPQ 5.
